HORTON: Members, we call the Property 12 Tax Committee to order. We have one item here 13 relative to Rule 51, as soon as I can flip to the 14 page. And we have, uh -- we'd ask staff to 15 introduce themselves for the record and give an 16 overview on this item. 17 MR. YEUNG: Hello, Property Tax Committee 18 Chairman Horton and Committee Members of the Board. 19 My name is David Yeung, Chief of the County-Assessed 20 Properties Division in the Property Tax Department. 21 I bring before you today the proposed 22 amendment to Rule -- to Property Tax Rule 51, 23 Agreements Qualifying Land for Assessment as 24 Open-Space Land. 25 Rule 51 prescribes that certain lands that 26 qualify as open space and the assessment methodology 27 to determine its restricted value. Included in this 28 methodology is the calculation of the cancellation 3 1 fee. 2 This proposed amendment corrects an 3 outdated reference to Rule 251 which relates to 4 assessment ratios and replaces it with the current 5 reference to Section 401 of the Revenue and Taxation 6 Code. The amendment does not affect the calculation 7 of the cancellation fee. 8 Staff developed a draft of the proposed 9 amendments to the -- to the rule and distributed to 10 interested parties for comments and suggestions via 11 Letter to Assessor 2016/031. The only comments 12 received was from Los Angeles County Assessor's 13 office in support of the amendment as written. As a 14 consequence, we believe there is no unresolved 15 issues remaining. 16 I'm available to answer any questions you 17 may have and to ask for the Board to authorize the 18 publication of the amendment to Property Tax Rule 19 51. 20 MR.
